He was born on May 06, 1965 in Barnaul, Altai Territory.
In 1987 he graduated from Barnaul Construction College with a degree in Industrial and Civil Engineering, in 2003 - from the Institute of Economic Transformation and Market Management with a degree in Accounting, Analysis and Audit. In 2004, he completed professional retraining at the Institute of Advanced Training of the Volga-Vyatka Academy of Public Administration in the field of "State and Municipal Management". In 2020, he completed his master's degree at the Law Institute of the Altai State University in the field of Jurisprudence.
For 14 years, he filled the positions of head and deputy head in the organizations of the city.
He has been working in the local government bodies of the city of Barnaul since 2007. Since 2009, he has held the positions of head of the Department of a single customer in the field of capital construction of the city of Barnaul, Deputy head of the city administration for urban planning and land relations, Deputy head of the city administration for municipal property and order, Deputy head of the city administration.
Since January 2017, he has held the position of First Deputy head of the city administration, Chief of Staff.
On February 14, 2020, at a meeting of the Barnaul City Duma, he was elected head of the city of Barnaul.
During the period of his work, he was awarded regional and city awards, including the Certificate of Honor of the city administration, the Badge of Honor "With gratitude, Barnaul", the Certificate of Honor of the Administration of the Altai Territory, the medal "For Merits in Work", as well as other awards.
